Alex McCarthy is the Director of Delaware County Emergency Management. Alex is previously served as the Director in Tuscarawas County and actually began his EM career as an intern here at Delaware County. He holds a Bachelor’s and Master’s degree in Atmospheric Science as well as a graduate interdisciplinary minor in Public Sector Policy and Management.
Scott Stewart, Deputy Director

Scott has served with the office as an EMA Specialist since 2019 and was promoted in 2022. He has been a vital asset during COVID-19 response and has tackled numerous projects with enthusiasm and creativity. He has a strong background in public safety due to his career in the fire service and as a member of Ohio Task Force 1. He serves as the information coordinator for the Delaware County Local Emergency Planning Committee (LEPC) and is heavily involved with response operations and the coordination of trainings for public safety partners, including the Delaware Area Response Team (DART).
Jecy Weber, Emergency Management Specialist

Jecy is the newest member of the team, having joined the office in 2021. Her position serves as the liaison to school safety committees, is engaged in planning, and is the initial point of contact for reviewing school emergency plans. She helps to support public education and outreach programs. Over the next several years, she will serve as one of the primary positions in updating the Delaware County Multi-Hazard Mitigation Plan, which was last updated in 2019 – this process will include threat & hazard identification, ranking, and analysis.
